8-13-20 psychiatric evaluation ordered for fdl man charged with hate crime

A Fond du Lac judge has ordered a psychiatric evaluation for a Fond du Lac man charged with a hate crime in connection with what authorities say was an intentional head on fatal collision.   The attorney for 27 year old Daniel Navarro said Navarro was prepared to enter a plea of not guilty by reason of insanity to first degree intentional homicide with a hate crime enhancer at an arraignment hearing Wednesday.   Judge Richard Nuss said he won’t accept a plea until Navarro has been examined by a psychiatrist.  Authorities say Navarro crossed the center line on Winnebago Drive near Taycheeda Way July 3 striking a motorcycle, killing the operator, 55 year old Phillip Thiessen, of Fond du Lac.   Navarro told investigators he struck the motorcyclist because he was white.  According to a criminal complaint Navarro told investigators he had been harassed by co-workers and neighbors and poisoned, drugged and verbally attacked by white people because of his race.   Navarro is being held in the Fond du Lac County Jail on $1 million cash bond.
