MADISON, Wis (AP) — The Wisconsin National Guard’s top commander has agreed to resign at the end of the year in the wake of a scathing federal report that found he defied federal law and Department of Defense policies in investigating sexual assault complaints. Gov. Tony Evers asked Maj. Gen. Donald Dunbar to resign Monday, hours before releasing the report from the National Guard Bureau’s Office of Complex Investigations. The OCI initiated the review at Evers and U.S. Sen. Tammy Baldwin’s request. The report found that Dunbar improperly used internal investigators to probe complaints when the cases should have been referred to OCI.
